ORGANISATIONAL STRUCTURE

HQ LEVEL

  1. The NPCC HQ is housed in the grounds of the Police Academy at Thomsom Road. The NPCC comes under two Ministries, the Ministry of Education and the Ministry of Home Affairs.


  2. NPCC HQ is supervised by the NPCC Council which is the policy making body of the Corps. The Council:

    1. Reviews and keeps control of what happens in the Corps.
    2. Recommends and approves what is to be done by the Corps.
    3. Guides and helps the Corps in its day-to-day affairs.

  3. The Council, which is appointed by the Minister for Education, comprises representatives from the Ministry of Education, Republic of Singapore Police and school principals. It is accountable to (or reports to) both the Ministries of Education and Home Affairs.


  4. The Commandant heads the NPCC HQ, which controls and coordinates all NPCC activities of the school units. The Commandant comes under the NPCC Council. He is guided by the Council and acts according to the policies laid down by the Council.


  5. The Commandant is assisted by 6 Staff Officers, 2 Field Instructor and 1 driver. These Staff Officers are:

    1. Head Administration
    2. Head Corporate Services
    3. Head Human Resource
    4. Head Operations
    5. Head Planning & Projects
    6. Head Training (Development)
    7. Head Training (Field)


  6. These Staff Officers have their specific roles and functions as follows:

    1. Head Administration

      This Officer is in charge of administration, e.g. routine correspondence, leave, postings and transfer of officers, monthly and annual report, officers' confidential reports and awards.

    2. Head Operations

      This Officer is in charge of Ceremonial parades, Competitions, functions and some courses.

    3. Head Planning & Projects

      This Officer is in charge of planning the year's work plan, new projects, tours, and NPCC magazines.

    4. Head Training

      This Officer is in charge of planning training schedules, conducting training courses, reviewing training syllabi and organizing camps.

  7. There are also Area Assistant Commandants in charge of the different NPCC Areas as well as Assistant Commandants in charge of the Band and Camps. These officers are teachers who perform NPCC duties as part of their CCA.


  8. AREA/UNIT LEVEL

  9. The NPCC units are grouped into 20 Areas. Each Area has six to ten Units and it comes under the charge of an Area Assistant Commandant.


  10. SCHOOL NPCC ESTABLISMENT

    Cadet Establishment

  11. The establishment for the cadets of a full Unit with cadets drawn from sec1 to sec5 is as follows:
    1. Single Unit (Boys and Girls)
      5 squads of 42 cadets per squad or total of 210 cadets
    2. Mixed Unit (Boys and Girls)
      10 squads of 42 cadets per squad or a total of 420 cadets.

  12. Most Units, however, do not have full establishment due to cadets leaving school prematurely, resign or being dismissed from the Corps.


  13. Officer Establishment

  14. The officer establishment of a full Unit with cadets drawn from sec1 to sec5 is as follows:

    - Single Unit ( Boys or Girls ) - 4 officers
    - Mixed Unit ( Boys and Girls) - 8 officers


  15. Many schools do not have the full establishment of officers as there are fewer teachers joining the NPCC.


  16. RANKS IN THE NPCC

    Officers in the NPCC may hold the following ranks:
    1. Probationary Inspector (P/Insp)
    2. Inspector (Insp)
    3. Assistant Superintedant of Police (ASP)
    4. Deputy Superintendant of Police (DSP)

  17. All OCs Units hold the rank of ASP (NPCC) and Asst Comdts hold the rank of DSP (NPCC).


  18. As promotion is not automatic, officers are only promoted for their good and active service in the NPCC. The eligibility period is as follows:

    1. Probationary Inspector - after completion of training.
    2. Inspector - completed 1 year as Probationary Inspector
    3. Assistant Superintendent of Police (ASP) - completed 5 years in the rank of Inspector
    4. Deputy Superintendent of Police - completed 4 years in the rank of ASP.

  19. Honorary Officers and Honorary Instructors


  20. Cadet Inspectors
    Ex-NPCC cadets who have successfully completed the Cadet Inspector's Basic Training Course may held the following ranks:
    1. Probationary Cadet Inspector
    2. Cadet Inspector

  21. The rank structure of officers in the Unit is as follows:
    OC Unit - ASP Adjutant - ASP or Inspector Training Officer - Inspector Squad Officer - Inspector


  22. A cadet can rise up to the rank of Station Inspector. The rank structure for cadets and eligibility for the promotion is as follows:

    1. Sec 1 - Lance Corporal
    2. Sec 2 - Corporal / Sergeant
    3. Sec 3 - Sergeant / Staff Sergeant
    4. Sec 4 - Staff Sergeant / Station Inspector
